HIN Explained

What Are Hull Identification Numbers?

Understanding HINs is the first step to staying compliant. Here's everything boat owners need to know about hull ID numbers and why they're essential.

What Is a HIN?

A Hull Identification Number (HIN) is a 12-character alphanumeric serial number permanently assigned to every motorized vessel manufactured or imported in the United States after November 1, 1972. It is the boat equivalent of a VIN on a car.

Where Must It Appear?

Federal law (33 CFR Part 181) requires the primary HIN on the starboard (right) side of the transom, within 2 inches of the top. A duplicate (secondary) HIN must be in a hidden interior location as anti-theft protection.

Why It Matters

A valid, legible HIN is required for registration, insurance, and sale of your vessel. Boats with missing, damaged, or illegible HINs may be impounded, fined, or denied coverage by insurers.

Format Breakdown

The 12-character HIN encodes the manufacturer ID (3 chars), serial number (5 chars), and date of manufacture/model year (4 chars). Example: ABC12345D303 — each segment carries specific regulatory meaning.

Legal Requirements

Federal & State HIN Regulations

Understanding and following Hull ID Number regulations protects you from fines, impoundment, and insurance issues. Here's what the law requires.

Federal USCG Requirements (33 CFR Part 181)

  • Required on all motorized vessels manufactured after Nov 1, 1972
  • Primary HIN: starboard side of transom, top edge, within 2 inches
  • Secondary (duplicate) HIN: hidden interior location for anti-theft
  • Characters must be at least ¼ inch high
  • Must be permanently affixed — no temporary markings
  • Manufacturer responsible for initial placement; owner for maintenance

State-Level Requirements

  • Most states mirror federal requirements for HIN placement
  • Some states require additional registration numbers on hull exterior
  • State registration must cross-reference HIN — mismatches trigger inspection
  • Replacement HINs after damage require documentation from original manufacturer or USCG
  • Check your state's boating authority for supplemental requirements

Readability & Legibility Standards

  • HIN must remain legible throughout the vessel's lifetime
  • No alterations, removals, or defacement — federal criminal offense
  • Faded, damaged, or illegible HINs must be replaced promptly
  • Contrast must be sufficient for clear identification in inspection
  • Professional decals preferred over handwritten or stamped markings

Penalties for Non-Compliance

  • Fines up to $5,000 per violation under federal boating safety laws
  • Vessel may be impounded until compliant HIN is verified
  • Insurance companies can deny claims if HIN is missing or altered
  • Title transfer complications — buyers cannot legally register vessel
  • USCG boarding officers check HIN on routine safety inspections
